ARS Co-Founder Dr. Meredith’s current research efforts focus on identifying and managing high-risk offender populations. She is nationally recognized for developing “automated” risk assessment protocols in parole and designing data-driven strategies for identifying high-risk offenders in selected communities. She teaches college courses and professional research seminars for agencies such as the National Institute of Justice, the Bureau of Justice Statistics, the Justice Research & Statistics Association, SPSS, and the FBI’s National Academy. Dr. Meredith was conferred a M.A. degree from the State University of New York at Albany and a Ph.D. from the School of Criminology at Florida State University. Active in her local community, she serves on the Board of Directors of the Louis C. Hudson, Jr. Scholarship Fund, identifying high-risk youth for academic scholarships, and is a charter member of the National Association of Women Business Owners-Atlanta Chapter.

ARS Co-Founder Dr. Speir designs and implements simulation software tools for correctional systems to assess the impact of new policies and plan for the future. His tools are currently used in Georgia, Alabama, Pennsylvania, Maryland, and Washington DC. He is also involved in a number of sentencing reform movements, leading efforts to develop and implement empirically-based sentencing guidelines. Upon completion of this Ph.D. in criminology from Florida State University, Dr. Speir served as faculty at Georgia State University. He also served the Federal Aviation Administration (FAA) for seven years, overseeing regional data and telecommunications security and contingency planning as well as conducting sensitive safety research for the nation’s air traffic control system. Dr. Speir served as the Chairperson of the Sub-Committee for Telecommunications and Information Systems for the 1996 Olympic Infrastructure Security Planning Committee, and has supported the Georgia Emergency Management Agency and President Clinton’s Commission on Critical Infrastructure Protection on a number of planning initiatives.

Research Associate Dr. Kevin Baldwin is a clinical psychologist with a dual emphasis on research and forensics. He has directed federally-funded research projects, authored over a dozen articles in peer-reviewed journals, and leads skill-building seminars on topics such as The Assessment and Treatment of Sexual Offenders and The Identification of Psychopaths. As a clinician, Dr. Baldwin is the Director of Forensic Services at the Highland Institute, an Atlanta outpatient clinic specializing in the assessment and treatment of persons with sexual behavior problems. He performs forensic examinations for state and federal courts and probation/parole authorities, and serves as an expert witness in both juvenile and adult courts. Dr. Baldwin earned his Ph.D. at Georgia State University, after completing an adult forensic internship at the University of North Carolina at Chapel Hill School of Medicine and the Federal Bureau of Prisons. He previously served as the Director of Research and Evaluation at Wellsys Corporation and the Psychological Services Coordinator for the North Carolina Department of Corrections.

Research Associate Sharon Johnson both manages and contributes to a wide variety of ARS research projects. Her current efforts focus on evaluating transition center-based correctional programs. She holds a masters degree in criminal justice from Georgia State University and has an extensive law enforcement background, including serving as a police officer for the Morrow (Georgia) Police Department and as public safety coordinator to the Floyd College Regional Police Academy. She has both legal and marketing research experience, including two years of service with Yankelovich Partners in Atlanta. She is active in serving her community, regularly volunteering at group homes for abused children in the metro-Atlanta area.

Research Associate Heather Hull supports a wide variety of ARS research projects. Her work focuses on the development and management of large databases and statistical analysis of project data. She holds two bachelor’s degrees from Georgia Sate University - in criminal justice and mathematics with an emphasis in statistics.
